in an apartment building in northwest washington. it began just before 4:00 this morning. joining us by phone is kenneth crosswhite with dc fire and ems. chief, are you there? [ no audio ] >> we had him and we keep losing our connection. chief, can you hear me now? >>> all right. let's con with news. >>> police are looking for multiple suspects after a person was killed in a drive by shooting in northwest. it happened on 11th and u streets. 21-year-old jamal coats was killed when gunman approached his suv -- gunmen approached his vehicle. traffic on u street, 13th and surrounding streets were closed for several hours following the shooting. if you have any information in this case, you are asked to call the dc police department. arlington county has withdrawn from the secure communities immigration enforcement program. in a unanimous vote the board opted out of the program, which requires local law enforcement to handover fingerprints and other information of people taken in to police custody by federal law enforcement agencies but local enforcements are responsible for reporting sus

been used. two men have been taken into custody at the same address, one earlier today, one tonight. police have also recovered some weapons there, but it's not known if they were used in today's shooting spree. that gun battle happened around noon at the funeral services for murder victim ashley mccreigh. among the 600 people, rival gang members. >> suspects opened fire on the individuals in that car. >> reporter: the victims may have returned fire themselves before fleeing at high speed in this dodge durango, but they clipped this mercedes and then crashed into a parked van. inside the dodge, one man survived. another did not. it's not clear if he was killed by gunshots or the crash. 9news now has learned the identity of the dead man. he is jamal kotts of northwest ds. he has known jamal for years and the man known as big pon was running scared. >> he's been very worried. he witnessed the shooting that was on mozart beach a month to a month half ago. >> he was scared for his life? >> he was definitely scared for his life. >> reporter: and so whether or not that information that he

is still in place. they will not confirm for us whether, in fact, that deceased individual may be the driver. only that it is an adult. and they are trying to reach out to family members and notify them before they make it public. i also understand accident investigators are trying to place exactly where each person was sitting to understand what happened and the em -- impact of the crash. there were adults and children on the tour bus, parents and children, but we don't know if some of the injured are among children. and there are still hospitals flying above and they are trying to get last-minute pictures of the crash scene. but investigators tell us they will be out here for hours tonight but will give us an update on more details involving the fatality and what they think happened on that bus once they are able to notify next of kin. reporting live from i-270, anita brikman, back to you. >> anita, thank you for that. >>> and that accident has created a virtual nightmare situation for anybody who tried to get home west of town tonight, up 270 or perhaps any other place in bethe

fire chief told us several vehicles were involved in hitting the bus. you can give us any more details on that and did the bus, when it fell over, fall into traffic and run into vehicles there? >> all of those are great questions. it's just going to take us time to sort out what happened and we don't have any of that information right now. again our concern is for any of those who were injured and to make sure that we conduct a full investigation. >> greg, i don't know whether you have access to the scene or whether you are there, and we are looking at pictures and for a long time we saw a lot of activity with emergency personnel inside the bus and pulling people out but we haven't seen as much activity now. what do you know about that process, if anything? >> i don't know. i'm trying to get to the scene myself and so you have a much better visual on it than i do now. >> are you on the road right now, greg? >> i am. but i am riding, i am not driving. >> where are you and how is the traffic where you are? >> i'm actually on interstate 70 and so i'm not even in -- down in the general are

realtime maps here as you can see this is exactly where it is. if you are just joining us and trying to find out where this is exactly, the accident is on 270 spur, between 495 and the merge. so you can see, this is the accident. this is the inner loop heading toward the 270 main lanes, heading up north in maryland. so this is where the big mess is, so long delays will be on the inner loop of the beltway. so let's switch on to the live camera that we have on m-dot to see the backup. as you can see here over the american legion on the left hand side of the screen and the traffic moving toward you, it is barely moving. delays start at 66 up to the spur and continuing on into montgomery county. and we're looking here at old georgetown road. this is one of the alternates we've been telling folks to take and you can see it is backed up there as well. old georgetown road, rockville pike, two main alternates and go into d.c. for some of the other arteries and cut through randolph. but anywhere you go, it will be a big mess so avoid the west side of the beltway toward the 270 spur more now. bac

, flooding is a big concern as these downpours continue to hit us. they have come through overnight into the morning hours. the rain just picking up on us moments ago. the worst of what we're being told is we've been dealing with this all morning. the bad news about that, it's not going away anytime soon as we are expected to continue dealing with this flooding and water collecting and gathering south florida as the day goes on. harry. >> sherry williams, thank you very much. we go over to dave price and find out where this storm is headed g. morning, sir. >> she was right. we are just seeing the storm pick up, not very well organized right now but going over the florida peninsula around south florida into the atlantic where it will get some energy and that rotation is going to be more well formed. our biggest concerns, once it moves through florida, rolling into the carolinas, places like wilmington already pounded, another three possibly to eight inches of rain expected as this system begins to zoom on up the coast and, again, it is going to follow a quick path all the way through

. lindsey mastis joining us with more. >> reporter: jessica, investigators are on the scene trying to find out the cause of the fire. they know it started on the fifth floor and went up through the stairwell. the fire was so intense that one person jumped out the window. >> there was one resident, who did jump from the interior of the building to escape the fire. >> reporter: that man died a short time later. four others are in critical condition, including a child. eight people were transported to lock a hospitals. 40 others were treated on the scene. >> got my girlfriend out of bed and ran through. she got her and the cat. she's in the hospital and i'm going to see her right now. >> reporter: witnesses say they woke up to the sound of alarms. >> i heard screaming. so i opened up the door and saw on my floor there was furniture in the hallway that was on fire. >> reporter: this man lives on the fifth floor and he says the night before he noticed the furniture in the common area, close to where the fire started. >> it was a lot of smoke, and my hall was pretty lit up with flames. yeah

16th street in northwest washington. lindsey mastis live on the streets. what more can you tell us? >> eight people were transported to the hospital. five to the burn unit and one with a child. two people are in critical condition. i want to show you the scene down the street here. there are still some fire crews inside the building. it's an eight-story apartment building and they believe it started on the fifth floor. everyone is out of the building. firefighters say they have it under control but there are still hot spots. they believe the fire started in a common area. they had to use ladders to rescue people. >> i walked out and saw black smoke just like over, covering the ceiling and then like that black smoke like there was orange flames reflecking off of it. it was so hot one person had to jump out of a window. that's one of the people in critical condition. they don't know if that person will pull through. reporting live in northwest washington, lindsey mastis, 9 news now. >>> we are hoping to learn more from police about the deadly shooting on u and 88th -- 11th street nor
